Pigeon has secured planning permission for its proposed 500,000 sq ft employment park on the A12 at Chelmsford, following the successful appeal for non-determination lodged in July 2025.
The approved development, known as Columba Park, is expected to create approximately 1,350 jobs once operational, generating an estimated £46.7 million in gross value added (GVA) annually for the regional economy.
The site is allocated for employment use in Chelmsford City Council’s emerging Local Plan and occupies a strategically important position on one of the East of England’s key transport corridors.
Hugh French, Director – Development at Pigeon, said: “This is a significant scheme for Chelmsford and the wider region, and one that will deliver long-term economic growth along a key strategic route in the East of England. While the consent has been secured at appeal, Columba Park aligns squarely with Chelmsford City Council’s emerging Local Plan ambitions. We look forward to working constructively with the Council and other stakeholders as the scheme progresses.”
Will van Cutsem, Joint Chairman at Pigeon, added: “Columba Park at Sandon is characteristic of Pigeon’s approach to development. The process has demonstrated a diligent, meticulous and pragmatic approach by the project team to get the right result.”
