Pigeon was established  in 2002 and has assembled a management team with extensive knowledge of the regional property markets and a powerful combination of business and property skills.

Pigeon manages commercial and residential property on behalf of its investors with a projected end value of over £250m and is currently promoting land for over 15,000 dwellings for its landowning partners.


James Buxton

Executive Chairman

James joined Pigeon as Executive Chairman in January 2011 after a career of 32 years at Bidwells, of which 10 years were as Senior Partner. He is a well recognised figure in the national property market having advised landowners, developers and institutions on all aspects of property development and promotion. James leads the land promotion activity for Pigeon.

William Stanton


William is a co-founder of Pigeon and was formerly a Board member of Savills (L&P) where he had overall responsibility for the Eastern Region. He has extensive knowledge and experience of the property markets, identifying opportunities and providing financial solutions to complex property matters.

Richard Stanton


Richard has a wide range of business experience gained from management roles in the property, financial and agricultural sectors. Having co-founded Pigeon, Richard has managed a series of successful property transactions, creating value from both development and investment opportunities. He identifies new business opportunities, manages a portfolio of projects, and is responsible for the day to day management of the Pigeon business.

William van Cutsem

Investment Director

William is a co-founder of Pigeon and was formerly a member of the Savills investment team. As Investment Director he leads the investment activity for Pigeon where his role is to evaluate opportunities and provide the analytical expertise to build a secure and balanced portfolio for Pigeon's Investors. He is a member of the Partnership's Investment Committee.

Simon Butler-Finbow

Planning Director

Simon was appointed Planning Director at Pigeon in 2012, bringing with him a wealth of experience in the public and private sectors. He is a member of the Royal Town Planning Institute, an Associate Member of the Royal Institute of British Architects and Eastern Region Chairman of the Home Builders Federation. Simon is responsible for identification, screening and delivery of Pigeon Land and other land promotion projects.

James Bromhead

Associate Director

James joined Pigeon in January 2016 after spending two years consulting for Pigeon as a project manager on several development sites. He is now managing a number of mixed use and land promotion projects and identifies new opportunities for the expanding land bank. Prior to Pigeon he worked with Buccleuch Property and Knight Frank, before working for private property companies which focused on planning and development in the alternative investment market.

Elena Walker

Development Manager

Elena is a qualified Chartered Surveyor. She joined Pigeon in August 2015 to work with the Land Promotion team on a large portfolio of projects. Elena was previously with a firm of East Anglian chartered surveyors where she was responsible for assessing development sites and advising on land sales. She completed her professional qualifications while working for London firm Montagu Evans.


Ben Guest

Investment Manager

Ben joined Pigeon in 2014 and is responsible for managing existing projects and the identification of new opportunities. Prior to joining Pigeon he worked for property developer Morston Assets, where he was responsible for various mixed use schemes across the country. He started his career at Savills where he advised landowners and developers across East Anglia.

Hugh French

Investment Manager

Hugh is a qualified Chartered Surveyor who has been employed by Pigeon since 2012. His principal roles are the management of various mixed use projects and identifying new opportunities. Prior to joining Pigeon, he worked in retail development for Churston Heard (now JLL) and with Fenn Wright undertaking various general practice work across the Eastern region.

Emma Conley

Property/Office Manager

Emma has been employed by Pigeon since it was founded and is reponsible for the management of the office and the expanding Pigeon property portfolio.


Rob Snowling

Planning Manager

Rob joined Pigeon in 2015, having previously worked for property developer Morston Assets, where he was responsible for managing all aspects of Town Planning across a nationwide portfolio of mixed-use developments. He started his career at Bidwells where he advised landowners and developers across East Anglia. Rob has a proven track record of delivering commercially viable planning permissions and promoting sites through the strategic planning process. His commercial background and planning knowledge strengthen Pigeon’s already considerable planning expertise.

Neil Waterson

Planning Manager

Neil joined Pigeon in September 2018, bringing over 18 years of experience from a planning consultancy background within London and the Eastern Region, latterly as a Partner at Bidwells. During his time in consultancy Neil gained extensive experience in land promotion and was responsible for delivering a wide range of schemes including residential, commercial, infrastructure, retail and leisure developments. Neil’s specialist knowledge and experience, with particular expertise in housing land supply, economic development and Environmental Impact Assessment further strengthens Pigeon’s development team.

Trevor Faulkner

Planning Manager

Trevor joined Pigeon in September 2017, bringing over 25 years of experience from a local authority, consultancy and developer background. Prior to joining Pigeon, he worked for Bloor Homes where he was responsible for managing the promotion of their East of England strategic portfolio. From his senior roles he has had extensive experience of project managing large mixed-use regeneration projects and urban extensions across the region along with delivering a variety of commercially viable planning permissions. His significant experience notably adds to Pigeon’s planning expertise within the development team.

Andrew Fillmore

Planning Manager

Andrew has over 13 years’ experience working in all aspects of planning. With a wealth of experience of residential, leisure and commercial developments, he has a proven track record in project managing consultant teams to assist project delivery and construction programmes. Andrew’s extensive planning knowledge and experience makes a valuable contribution to the Pigeon development team.

Tony Tarrant

Senior Technical Manager

Tony brings over 17 years of experience in the development industry to Pigeon. As a qualified Civil Engineer he has extensive experience of delivering a range of new build developments, infrastructure, refurbishment and mixed-use projects. His knowledge in technical and development management within the property development sector, working for a mixture of consultants, house builders, developers, contractors and landowners adds significantly to Pigeon’s development business.

Ryan Bruty

Technical Manager

Ryan, a qualified Civil Engineer, joined Pigeon in July 2016 following 12 years spent with Taylor Wimpey plc where he was responsible for infrastructure design and the management of a variety of external engineering disciplines for the company. Ryan’s civil engineering background, technical knowledge and extensive commercial experience of housebuilding makes a valuable contribution to the work of the Pigeon development team.

Claire Norris

Engagement Manager

Claire joined Pigeon in March 2018, having worked in a number of roles with communications, marketing and events at their core. Claire is a skilled and experienced communicator who will be managing community and political engagement on Pigeon projects. Her extensive experience of communication within both the private and public sectors, to a wide variety of audiences, makes a distinct contribution to Pigeon's activities.


Ian Plumb

Commercial Accountant

Ian is a chartered accountant who joined Pigeon in July 2016 as Commercial Accountant. Having qualified with Baker Tilly, Ian worked with Greene King, Acteon, and Willis, in a range of financial roles. He has particular experience in project management and strategic business planning.

Paul Gray

Company Accountant

Paul has over 30 years experience as an accountant and is responsible for management of the Accounts Department.

Louise Butterworth

Financial Administrator

Louise joined Pigeon in 2013 to assist the Company Accountant with the daily financial activity.


Nicola Talbot

Executive PA

Nicola is Executive PA to James Buxton, William Stanton and William van Cutsem. She joined Pigeon in August 2016 having spent 15 years at Greene King as a PA to the Senior Management Team.

Jenna Meredith

PA and Marketing Co-ordinator

Jenna is newly graduated and joined the Pigeon team in March 2015. She is responsible for corporate support to the team and is the Marketing Co-ordinator.
